I wouldn't say "encouraged." To be honest, I think the YLS faculty likes to "keep it within the family," in terms of both substance (dean candidates) and process (how the dean is picked).
But I did get an email—you probably got the same one or a similar one—saying alumni can contact the Dean Review Advisory Committee if they want to:
David, are alumni encouraged to nominate deanship candidates? If so, you might wish to solicit nominations from your readership.

I did contact Professor Kysar, not to nominate candidates, but just to express my concern about recent events at the Law School.
